His conduct was eating.  He cannot possibly know that eating at Taco Bell will cause affont or alarm.  He'll get off free, and file a lawsuit against Taco Bell, rake in millions.

haha, I guess they're implying that, if he did it for shock value, then he is guilty, or if he did it for ignorance, he's not.  It would seem to me that somebody who is so ignorant that he wears a speed-o that causes people to call to police to Taco Bell, he probably doesn't have the presence of mind to file his own lawsuit :-)
