Yes, look around the image and they spin. But if you focus on one of them it stops.

No, look next to the granny and that guy with the green shirt and blue trousers. You can see two legs, that's is where Waldo is supposed to be standing. They edited him out, but missed that the legs.

It's supposed to look like:
