There were only about four states that had less than or equal to 40% popular vote for Bush. So, though I'm not sure of the figures, I don't think this would help Kerry in _any_ state.

Somewhat. The way I understand it, if there are more than 136483 provisional ballots in Ohio, it would be possible for Kerry to gain 20 and Bush to lose 20 elector votes?

Highly unlikely

Still, it's a possibility. And if there were three times as many provisional ballots, and if some Republicans somewhere had tried to affect the outcome of the election by trying to finger Democrats and turn their ballots provisional, it'd even be a strong possibility.

Would be better to just count them as quickly as possible and prevent conspiracy theories.

Democrat election fraud will be mentioned when they win.. That's the way it works - why accuse the loser of cheating?

Vaguely possible. The assumption the Kerry camp would have to make is ATE LEAST 125,000 of those 136,483 would have to be for Kerry.
