In Wisconsin in 2000, a New York millionaire was caught handing out cigarettes to homeless people in Milwaukee in exchange for their vote for Gore. Doyle campaign staffers (governor, Democrat) were also caught handing out absentee ballots and donuts to mentally-handicapped people at a mental health facility in Kenosha. Fraud is everywhere, and the only real evidence supporting it points the finger more often than not squarely at the DNC's operatives.

Of course not. In Wisconsin, however, they certainly are, generally moreso than the state's Democrats.

Yes to the first question.

To the second question, you'll have to qualify it. At that particular office? About 2 months. On the campaign, ever since the Democratic primary got rolling. For the Republican party and the President's campaigns in general, 4 years.
