Maybe a way to embarass the inmates? Sort of like that one jail that made them wear pink and such. Also, it's a neat form of reality web TV.

Oh man, when I saw the thread title the first thing that came to mind were prison films. I dunno if I should watch this.

Oh, ok, its of the sherifs office, the jail... not the prison. Phew. I was about to say why would you want to watch this,

I had a similar error on Linux.  Your solution is better than mine, though.
