Wrong, they represent -1 and 0ms ping.

GF is Game Fixx.  I guess those are people who have played in previous Starcraft or Broodwar tournaments.

Just so you know, those two lag icons are non-standard. The standard icon for a ping of -1 is six red bars -- you may as well just think of ping as an unsigned value. For a ping of zero through nine, an entirely blank icon is used [ ].

It's not actually a "blank icon," it's just no icon.
