A non-lethal weapon is killing people, and you consider the officers the problem? Perhaps I'm obtuse, but when an officer uses a weapon designed not to kill people, and it kills people, it sounds like a faulty weapon.

Too much of anything is usually not a good thing. I'd blame the officers for not using it correctly.
