Lag on window redraw

For some reason, whenever I drag a window/resize it, it goes choppy and starts skipping until I stop moving or resizing it.  This also includes when I scroll through IE or explorer.

Any ideas on what may be causing this?

Edit: On Slackware everything runs fine, but when I boot back to Windows, I can see everything on the screen up until the point where Windows loads your user settings.  By then, I hear the sound that signifies that Windows has logged on, but there's nothing on my screen.

From there, I just reboot again using Windows hotkeys since I can't see anything.
