However, it seems to be non-existent.  The White House Search feature allows you to search for Executive Orders, but it appears that the range of order numbers issued by President Bush start well after 199.  For example, JFK signed EO 11051 which designated FEMA as the federal agency in charge of emergency relief.  "w199i" does not seem to be consistent with the naming conventions.

Also, take a look at this page.  It appears that the page is faked.  Section (S): Investigation do date has determined the following information....  Note my emphasis: the word "do" has ambiguous meaning and would have (or should have) been screened out of an official secret document.  My suggested replacement would be "to," although "due" might be appropriate with some changes to the rest of the sentence.

Note also that the investigation was closed in 1996, and yet the page refers to the current (Bush) presidency.  Something seems fishy.

I know.  I've read stuff about CNN & the BBC both reporting on the EO 199, however, when searching BBC I find nothing about it.

I don't think it exists.

My gov teacher offered 25 extra credit points to find it...I think he is trying to make a point to us (he is conservative).  He might actually be looking for it & making us realize that there are alot of rumors out there, but still, My conclusion is that EO 199 does not exist or it has been EXTREMELY covered up by all governments internationally.  If it was ever released there would be no way to totally cover something like that up, scanned copies would be everywhere on the net...no matter how hard the government tried to take them off

Yeah that was pretty much my point -- that it probably doesn't exist.  If it was for real, don't you think Dan Rather would have picked it up?  :P

That Bush was allegedly AWOL during his National Guard service.  There were some reports, but they were fabricated by someone with a political agenda *gasp!*.
