The colors are hardcoded into the clients, so either way he's going to need to patch the game.

You can't without modifying the client. And I doubt anyone has the locations you'd need to change on hand.
Also it'd only work on modified clients, so its.. useless.

You'd need to have a launcher for your server (sort of like how ICCup works) to change that.

And that is what I would have to be modified? in any case it is possible to change the color of /ann ? is less complicated?

The simplest way, in my opinion, would be to alter the incoming chat messages to filter for messages with the blizrep/sysop flags and then replace the originating sender as "Administrator" and "Moderator". I'm unfamiliar with pvpgn, so that doesn't help...
