I know $_ is a perl variable, so I'm assuming it's also a Php variable.

And judging by the domain, I don't think that's him.

No, it's not. It is used as the prefix for the superglobal arrays though.

Well, then, maybe it's a Perl reference.

For anybody who doesn't know, in Perl, $_ is the "hidden variable".  Whenever you call a function, the return value is put into $_.  It's also set to the last thing that was evaluated, so you can do this:

foreach(<stdin>)
{
  chomp;
  print length;
}
But what is actually happening:
foreach $_(<stdin>)
{
  chomp($_);
  print length($_);
}

(that might not be PERFECT, since it's been awhile, but that's the idea)
