Those are a few of the major reasons why one should never use frames. If you want to incorporate data from another file, you can easily do so with a server side include. To create a scrolling effect that is still accessible you can use the css overflow attribute for the div element.

how do you figure? They do not degrade at all for early browsers. They are inaccessible, they will fial for text based and audio braille browsers ever time. That means you are violating the ada when you use them.
Using a js file to write to an html page is worse then frames. The reason is 13% of the internet according to last years the counter.com did not support java script, so no content would be written for all of those people if you used java script. Search engine spiders in addition to not supporting frames will not read java script. Also XML/XSLT is crap without a server side language. The best way to get external content is SSI or includes with a full server side language. If a host is half way decent they will support ssi or a server side language, or both.
