Looks like a slow floodbot or some spammer.  doesn't autofilter, just ignores users who join and leave too fast

I think something that didn't get banned by Spam Ban and joined/spamed/left in under 1 second is considered fast.
It only filtered about half the floods.

If the bot displayed it, then that means the join and leave events were received more than 1.5 seconds apart.  The timestamp the bot showed is when the event was processed, not when it was received.
