It varies year to year -- it's the day when the sun reaches the Tropic of Capricorn, or something like that.  Notice the definition says "about Dec. 22" -- it occurs anywhere from Dec. 20 - Dec. 22, as far as I know.

Same thing -- when the sun is at the southern-most point, the days in the northern hemisphere will be shortest.

the days themselves are almost always equal in length (with the exception of certain days which happen to have a leap second)... it's just the amount of daylight you get is the lest during winter solstice

I'd say the days switching time zones from dst to non-dst are the shortest...

But other than that, they probably meant
