Download the file, place it in your system32 directory (or system if on win95/98).
Start->Run-> type 'cmd'
cd to your system32 directory
type 'regsvr32 subclass.ocx'

Yep. It just does the subclassing for you. It was causing problems for Myndfyre's Windows 2003 Advanced Server box, so I got rid of it.
