Blocking Spam

I was reading about this on slashdot this morning, but the move in question is here:

Basically, blacklisting all ip from spam for email because of the large amount of spam.

The discussion that ensued was interesting, though, because this is rather like attacking Iraq.  Harbouring spammers vs. harbouring terrorists - it seems that these are very similar concepts.

Thoughts?
