Reasons a VPS Won't 'Scan' ?

So..it's pretty obvious what my topic is about.

I got a German VPS and for some reason, when I try to scan with BETA Scanner or something of the such, it picks up nothing. I also can't use the lvllord.de patch because it wasn't made for a Windows 2003 Server Edition and I don't know what else to do to fix it.

Thanks for all who helped out, but I think I fixed the problem on my own. It seems that the Germans have blocked me from scanning port: 1080...those nazi's.
