Amazingly enough, the Windows help actually has useful information. I guess I was used to Win98, where there is no useful information (and no useful commandline tools, either!) in the Windows help, which was probably the reason I removed Help from the start menu (using TweakUI) in the first place. (I originally installed Win2k over Win98.)

For those of you who don't want to spend the 2-3 minutes I spent looking for the actual help file, it's %SYSTEMROOT%\Help\Windows.chm.
