I beleive you get more based on activity.
Not true, I have 2 accounts,
[email protected] and another for college and work and i use demonz everyday and had 1 invite and jcmason i use every few days and I had 6.

I created a new account yesterday and today Gmail gave me 6 invites, I sent 2 invites to iago for his friend and is dad leaving me with 2 on another account. Gmail instantley gave me 4 to make me backup to 6. If anybody wants a few ill send them to you.

Gmail keeps my invites steady at 6. I've invited 7 people in 3 days.
