I would imagine that at the beginning and the end of the script the time is saved, then the later is subtracted from the former.

It shouldn't make any difference for a page that is small enough that the generation doesn't have to pause waiting for more buffer space to be available.

No, because it's not counting the time for getting the request and the time for sending the data, just from when it begins generating the html, reading the database, etc. till when it finishes all that.
The longer the thread/the more different users posting/the current server load will make it take longer, that's it.

It was running around .6 to .7 seconds on the server I had it on before this one.
