My friend knows the band member of hell on earth... he was telling me about this earlier today..I guess he was planning to goto the show or something like that.

I'm assuming you mean St. Petersburg, Florida? That is a wierd place. The law would make sense.

I'm thinkin' that the ordinance would also make the band members partly liable for the man committing suicide.
