Aha, Brazilians? The faq on the site says:

And since Eastern Europe has the reputation for producing good pirated copies of software, that made a lot of sense...

Further poking provided me with the following info:

1. They ask you to enter a Credit Card number on a non-SLL connection.
2. When you get to the confirmation screen during the checkout process, there is an actual domain listed oem-cdroms-order.com
3. They use ecashpay.com to process the cards.
4. Using a bogus CC number did not return an error.

I wonder if I'll get my CD  ::)

What's the cheapest CD they sell? $9.95? Still a little expensive to try just for the heck of it...

Ha if you don't and they threaten you because of faking Credit Card Numbers, they can't do anything cause they arent' doing anything legal themselves. Kind of interesting, scamming the scammer.
