No, but you can get a Blizzard account (http://blizzard.com/account), add your 13/16-character key, and then view the key again, and there will be the 26-character one. I doubt anyone cares enough to make a changer, since the keys cannot both be used at once (same values stored in the keys).

New CD keys have the same public value and product value of 17 (original have 1), and private value must also be different.
As far as i got a new key on blizzard site, old was banned.
That's why i need a changer specially for new CDKeys.
The public key is the same between the two (the third DWORD provided), so there is no real point in generating the 26-digit one because the two cannot be both in use at once. The product value appears to be different, as you said.

I have not tried generating the key for a banned one; however, I highly doubt that the generated one is not banned. If it isn't banned, Blizzard is retarded.
As tested with the banned key "1014-23040-0628" which produced "6E97Z4-VDC2-7YDMRY-MG4X-CBNCWT". Both keys are banned, so no "changer" would help anyone.

There is SC Key Changer, that allows to change key without reinstalling starcraft. I request if there is one that works with 26 character keys.

Oh, you mean changing the key that is installed to a game exe? I don't know about it, but I know it involves modifying the installed MPQs (because that's where they are stored). I'm sure someone has made it, but I don't have any sources.
It's not in exe, but inside StarDat.mpq in font files (o_O).

I'm fairly sure, though not certain, that 0x01 is for STAR and 0x02 is for SEXP or JSTR or something... I honestly don't know.
W2BN has not been re-released for download by Blizzard, and thus has no new key.

I'm not sure, but I've heard that product value 2 cdkeys don't work with JSTR.
Seems to me as if it's more like, STAR and JSTR for 1, 2 for the more recent SEXP.
As starcraft gained more popularity, more copies of the game were produced, therefore more cdkeys. They had to have run out of public values to use. At least, that's the most logical explaination.

10^7 = 10 million. I'm pretty sure 10 million or very close to 10 million copies of starcraft have been sold.
Don't forget new format CD keys, dont know when their use was started.
