So I just bought a new graphics card (GeForce 7600GS AGP 8x), reformatted my comp, and installed the latest drivers from NVIDIA website.. and I get crap color lines displaying over my screen like this:

Any possbility that it's your monitor? If not, send your graphics card back, because it's faulty somewhere. Probably internal.
Monitors wouldn't do that. Bad cables or bad video cards are the two likely choices. Try a different resolution?

Same thing. I talked to NVIDIA customer service, they recommended different driver version so i installed that and still same problem. I'm just sending the card back for a replacement.

Then again, it might not work since it's not magnetic storage.

i still use AGP, i'm not gonna buy a great card for a dying interface.
ATi Radeon 9550. That's what I use. As long as you don't do any really high-end stuff, and don't mind overclocking (ATiTool), you can get a really good card for cheap. Mine's overclocked 250%, and runs like a Radeon X800 Pro. It may be a few years old now, but it's powerful enough for everything I use it for.
I would just like to point out to the people who suggested the monitor or cables... that is a screen shot...
