Title: Can't Right Click In Start > Programs

I can't right click inside Start > Programs.  Well, I can, but the context menu doesn't show up, and I want my stuff sorted.  I can right click everywhere else though.  Anyone know what's up?

This may be seemingly unrelated, but try opening Internet Explorer and in the Tools | Options menu, Delete Files button, tell it to delete all offline files.  This is a very ugh implementation by Microsoft but IE being embedded in the desktop causes non-browsing-related problems when the browser's temporary file cache is "full".  One example is you cannot View | Source on a web page.  So now when I have any weird problem like you described, first thing I do is clear offline files.
