Type "Bush hid the facts" in Notepad, save file as whatever, reopen.

This is stupid and was proven on x86 as a Windows API bug..

Add a newline to the end of it and it becomes readable.

Why? Because without the newline and no Byte Order Mark, notepad must guess whether the file is unicode or not when you open the file.  Without more information, notepad guesses wrong and displays the bytes as unicode when they are actually ANSI.

Indeed. It works in notepad2, so it's an API bug.
