Basically, for a public art show, a man was supposed to kick an empty curry box up and down a street; however, because too many people wanted to see him do it, they had to cancel it (public wanting to see a show that their tax money paid for!?).
Fortunately, he was paid the $19,000 anyway, and because the idea of the kicking the curry got into the public arena, it didn't matter if it actually happened. I'll bet michaelangelo is rolling in his grave, now, "You mean I could have just said I was going to carve David, I didn't actually have to do it!?"
