Title: New Mexico as one of the most idiotic states in education

While looking at my dad's papers (he's studying to become a teacher) I noticed this on the FRONT page of New Mexico Definition of Highly Qualified Teachers:
blah blah blah....."FELXIBILITY" In caps & all its mis-spelled glory. WTF
