Agreed, but excessive power also allows you to solve said conflicts.

Sounds redundant - power solves power, but only those with power gain, and the innocents have much to lose.

Excessive power will bing about more conflicts, power will not.  The US & our allies have power, we do not use it excessively

Excessive power also breeds dissent, hate, anger, and unrest. Those who do not wish to be trumped by the stronger rise up and cause problems (terrorists, third world countries striving for power).

I'd say power vacuums are the scariest.

Best situation is with two equally powerful adversaries.

True, but I'd figure that is the scariest...(USSR & USA)  1 power would be the worst because they'd have totally control, but I'd figure the threat of nuclear haulocaust would be the scariest thing
