It's Professional Hacker's Linux Assault Kit.

KnoppixSTD is infinitely better than it.

KnoppixSTD and Auditor are the best live security distros.  I've tried out about 10 different ones.

is it for assaulting linux? or using linux to assault .. windows or something?

It's a Linux-based Network assault kit.  Although I find that Phlak is lacking in tools but is high on documentation.  It's good for somebody who doesn't know a lot about hacking.
