Maybe it's because of my network I'm on, but every time I try to go to any page with firefox it will time out the first time, then work the second time. Does this happen to anyone else?

i have that happen at work on IE also
and i had it happen on another job

i think its cause the DNS is so slow to respond or something?
then by the time you make the 2nd request DNS is cached so its faster or something

I've only had that a few times, and then I found out that the problem was my firewall(zone alarm).

Yeah, it must have something to do with the cache or something. Its network related, im sure.

That was the case for me in California. You could try to use different DNS servers.

Try using 4.2.2.1 - 4.2.2.6 for DNS
