I don't get it. The example starts off with the outside cups facing down and the inside cup facing up. Then when it's my turn to play, it starts out with the outside cups facing up and the inside cup facing down.

Its possible. Highlight below for the solution.
Solution: Just as the two cups are turning, quickly click the third cup and it will turn with them, the key is to be fast. Possibly its a glitch or it was made this way, because thats the only way it can be solved. Although this really isn't a solution, it does turn all the cups upwards.
