Title: Ping Spoofing

How would you do ping spoofing to an exact range, per say...30ms, 32ms, 2,200,200 ping?

First, you must know your true latency.  Then you sleep for the delta of that value and the desired latency.  Knowing your true latency requires that you become one with your bot, for only then can you reach enlightenment.

Is it possible to get a lower ping?

I know a few times when trying to logon & recieve 0ms ping I've ended up with 16ms  (this is on dialup too)

no... he means send it faster, shave off a few ms =)
