[17:47:54] Failed to load BCEL.dll!

Im trying to setup my "Oper" and I'm pretty sure I need BCEL.dll to do so, and im getting that error when I open my SPHT bot. It's in the directory... I dont know why im getting this error.

Get Visual C++ 7.0 runtimes, and make sure you have BCEL.dll
